Abstract
Management-by-objectives can be a valuable tool for administrators of community mental health programs. The approach requires each unit of an organization to define objectives, establish priorities, specify activities, and measure performance. The author describes MBO and its capabilities and limitations. He emphasizes the importance of outside consultation in implementing the system and the need for organizational commitment if it is to fulfill its promise.
