In Reply: We appreciate the affirmation of the importance of outcomes-based funding for social services expressed by Dr. Bachman, but we thought that one point needed clarification. Once consumers were enrolled in the outcomes-based-funded vocational services program, there was no payment for services other than the payments for meeting performance milestones. The performance-based contracting demonstration program exposed providers to new methods of operation based on vocational best practices. As such, the program had a strong educational component. Thus the influence exerted by the program to serve consumers appropriately was both economic and educational.
