A small community mental health program evaluates its effectiveness through a treatment outcome measurement built into the day-to-day delivery of outpatient services, in the first interview the patient and the therapist set treatment goals and negotiate a treatment contract that describes various levels of fulfillment for each gaol. When the patient has completed his treatment, he and a follow-up worker review the contract and record the degree of fulfillment of each goal. The authors refer to this evaluation method as contract fulfillment analysis.
